Biografía
A third-generation San Diegan, Sara Jacobs has dedicated her career to fighting for the most vulnerable people by making institutions and policy fairer and more equitable, and finding innovative solutions to some of the most complex problems.
Sara is the Founder and Chair of San Diego for Every Child: The Coalition to End Child Poverty. Since its inception in fall of 2018, San Diego for Every Child has grown into a collaborative initiative with a wide range of local, state, national, and international partners, working toward the goal of halving the experience of childhood poverty in San Diego County by 2030.
Sara also serves as a Scholar in Residence at the Joan B. Kroc School of Peace Studies at the University of San Diego. Additionally, Sara has dedicated much of her time and energy to electing a new generation of leaders — women, young people, people of color, members of the LGBTQ+ community, and other underrepresented communities. She also serves on the board of Equality California and the Run for Something Powerhouse Committee, and as a member of Columbia University’s Data and Society Council.
Sara has served in policy positions at the U.S. State Department during the Obama Administration, UNICEF, and the United Nations. She was also proud to use her expertise to serve as a policy advisor to Secretary Hillary Clinton during her 2016 campaign for president.
Sara believes in harnessing the power of technology to solve big problems and has always been especially committed to fighting for the causes of children. Sara served as the founding CEO of Project Connect, an education non-profit dedicated to closing the opportunity gap for students around the world. Sara and her team worked to map every school in the world with the goal of connecting them all to the Internet — giving every child on the planet equal access to information and the tools they need to succeed. The project was so successful that it is now a flagship part of UNICEF’s work around the world
Sara grew up in our San Diego community and is a proud alumna of the San Diego public school system. She holds a Bachelor of Arts degree in Political Science and a Master of International Affairs degree in International Security Policy and Conflict Resolution, both from Columbia University.

This is an all-hands-on-deck time. Our children and families can’t wait for a dysfunctional Washington to start paying attention. Our country is at a defining moment, and I believe it's more important than ever to have representatives who are willing to listen to each other, respect one another, and actually get something done. We need a new generation of leadership — leaders who represent our values, not career politicians just looking for the next step up.

Immigration:
I believe in LEGAL immigration. We need to build the border wall and figure out better ways to help immigrants come here the right way, legally. Building the wall will dramatically help Border Patrol Officers apprehend drug and human smugglers and prevent many of them from even attempting to cross.
2nd Ammendment:
I believe in our second amendment right to bear arms. Criminals are going to continue doing criminal things, which means they do not care about the laws and are going to have guns. If you ban firearms the criminals will prey on the law-abiding citizens knowing they have no way of defending themselves. Some of the highest crime rates in our country come from areas with the strictest gun laws.
However, I do think we need a look at how to prevent mass murders from happening (with any weapon). If teachers have gone through proper training, they should be allowed to carry a weapon in a school to defend their students. One police officer on a large campus is not enough for a quick response.
We need to create a nationwide concealed carry permit. There should be a standard course that citizens can take that allows them to carry in any state in the union. We also need to remove suppressors, aka silencers, from the class 3 list. They protect shooters hearing and make it easier to teach people how to shoot a weapon properly.
Environment:
I believe we are slowly destroying our planet. We need to continue to research logical, long term solutions to prevent global warming. The creation of industry has provided amazing opportunities for the human race and helped spread resources to people all over the world. But we need to continue to create better, more eco-friendly ways to produce power, cars, agriculture, etc. The Green New Deal is unrealistic and absurd. The Paris agreement doesn’t hold anyone accountable if they don’t meet deadlines. But the United States needs to be at the forefront of innovation as we always are and continue to strive to a healthier plant.
Homelessness:
Along with protecting our environment, I believe we need a real, long-term solution to our homeless population in California, especially for veterans. We need to have a place where they can go for shelter, food, mental health, and job opportunities. We need to make it illegal to loiter on the streets and sidewalks. I propose we create tent cities where homeless can go for shelter and free food. In these locations we can have mental health professionals help those that need it. We can also have a resource to find homeless local jobs and provide transportation to and from work. This will clean up our streets which will make our cities more appealing for tourists. It will also eliminate the rodent problem that many of our cities have from food and waste left behind from the homeless.
Equality:
I believe we are all given the same opportunities to succeed, no matter your sex, race, religion, or any other factor. I think we are dividing this country by using terms such as “latinos” or “blacks.” We should not have to put a label on anyone. We are all AMERICANS!
I believe there are only two human genders and if you were born with the wrong one, taxpayers should not be responsible for helping you change it.
Healthcare:
I would not be opposed to a healthcare for all plan that makes sense. The Affordable Care Act ended up hurting the people that deserve affordable health care the most, the hard working citizens that live just above the line to receive free healthcare. The government should not run all healthcare. People should be given the choice of what doctor they want and what type of program they want to have for themselves and their families.
I believe we need to federally legalize marijuana, tax it, and use that money to help people with their addiction problems. This would help curb the smuggling of marijuana across our borders, ultimately keeping our border towns and Border Patrol agents safer. Medicinal marijuana has been an amazing drug and helped countless families, and a family should not be forced to move to a state that has legalized medical marijuana in order to provide the much needed drug to their sick or dying family members.
Veterans:
One of my top priorities for California is to eliminate the income tax on military retirement pay, and eliminate it nationwide. A veteran that has served our country for 20 years and retires from our armed forces ends up taking home about one third of his pay from active duty. When you add the income tax deduction to this salary their retirement pay quickly becomes inadequate. This is a huge reason we have many of our greatest Americans leaving California after they retire. I would also like to reform retirement for reservists and make it more equal across the board.
Government Spending:
We need to get a hold on our growing deficit. I think it is amazing that Americans can become successful enough to make a seven figure salary and I believe the American dream is alive and well. But we should rethink the tax code and spread out income taxes over a wider range of salaries. Someone making $10,000,000 a year should pay a higher percentage in taxes than someone making $650,000 per year. We need to redistribute the income tax rates over a larger scale.
No budget, no pay. If Congress doesn’t have a budget in place in time and the government is shut down, Congress doesn’t get paid. I have personally seen this affect the lives of first responders, government employees, our troops, and their families. It is unacceptable for members of Congress to continue to accept pay when they can’t come to the table and ensure our Nation’s finest are taken care of.

Biografía
Janessa Goldbeck is a USMC veteran and a businesswoman with extensive experience on Capitol Hill. Janessa is currently running for Congress in California's 53rd district to fight for bold, progressive solutions that make a difference in the lives of San Diegans, and to restore a sense of pride - rooted in our values - to Washington. Janessa was born and raised in San Diego County and has built her career around creating a safer and more equitable world for all. Janessa started her career in Washington, DC, working as an advocate for human rights in Darfur, Sudan. During her time in D.C., Janessa passed multiple pieces of federal legislation to stop and prevent genocide and mass atrocity in places like Sudan, the Democratic Republic of Congo, and Myanmar. In 2012, Janessa was recognized by Diplomatic Courier magazine as one of the “Top 99 Foreign Policy Professionals Under 33.”
In 2011, when Don’t Ask Don’t Tell was repealed, Janessa, an out, LGBTQ woman knew it was time to do something she'd always dreamed of: join the Marine Corps and serve her country. Janessa was trained as a Combat Engineer officer and deployed to Eastern Europe, leading troops alongside our NATO allies. During her time in the Marines, Janessa earned the rank of Captain, a black belt in the Marine Corps Martial Arts Program, and was twice awarded the Navy and Marine Corps Commendation Medal. Janessa also served as a Uniformed Victim Advocate, providing essential support and care to Marines who had experienced sexual assault.
During her initial training, upon learning that there were certain roles in the armed forces from which women were still excluded, Janessa decided to do something about it. First, she volunteered to go to the all-male Infantry Officers Course, in order to show that women were just as capable as men in these roles. Afterward, she co-founded the "No Exceptions" advocacy campaign to influence Congress and the Department of Defense to repeal the Combat Exclusion Policy and open all combat roles to women. The "No Exceptions" campaign was instrumental in the repeal of the policy in 2015. All military combat jobs are now open to women, and women have since successfully graduated from the Marine Corps' Infantry Officers Course and Basic Recon courses.
When Janessa's mother was diagnosed with Multiple Sclerosis and Alzheimer’s Disease, Janessa requested orders to return to her hometown so that she could care for her mom. Once back in San Diego, Janessa co-founded the San Diego chapter of the Truman National Security Project - a progressive "think-do" tank for national security professionals, and started a small business to help non-profit organizations advocate for bold, progressive change in Washington. Over the last two years, her firm was instrumental in an effort to mobilize veterans to advocate on behalf of bold conservation legislation that protected 1.3 million acres of new wilderness and created six new national parks. The bipartisan bill passed both the House and the Senate and was signed into law by President Trump.
Janessa is a fighter - she's unafraid to take action and stand up for what she believes in. She believes that with grit, imagination, and a willingness to work together, we can do big things. She is running for Congress in California's 53rd district to serve her country in a new capacity by listening to the people in her community and fighting for actionable solutions that make a difference to San Diegans.

It is time for the federal government to reorient transportation infrastructure spending to focus on creating robust transit networks within (and connecting) major cities. Federal/state/and regional transportation infrastructure spending can account for potential future technologies (like automated vehicles), but should never neglect current proven solutions (like light rail, commuter rail, Bus Rapid Transit, and active transportation). Spending must prioritize projects that meaningfully reduce demand for driving so that we can achieve rapid greenhouse gas emission reductions.
Climate change is the greatest national security and public health threat we face as a country, and tackling the climate crisis must be a top national priority. Janessa knows that in order to make meaningful change, we must implement a whole of government approach to ensure that all federal spending and research is tied to meeting our climate goals - to include building a 100% clean energy economy by 2050.
We have a dwindling window to act to protect the future of our planet for the next generation, and Janessa will take bold, decisive action to take on polluters and substantially increase federal resources to clean energy research and development. Here in San Diego, we know all too well the dangers of wildfires and rising sea levels, which is why Janessa will take the lead on ensuring that the federal government prioritizes climate resilience planning missions in every town and city across our country.
Janessa has a track record of working across the aisle on Capitol Hill to protect the environment. Earlier this year, she was instrumental in an effort to pass federal legislation that created 1.3 million acres of new protected wilderness, six new national park service units, and permanently reauthorized the Land and Water Conservation Fund, America’s most successful conservation program. Despite the tumult in Washington, the bill passed the House and the Senate and was signed into law.
IN CONGRESS, JANESSA WILL:
- Support Congressman Peters' Build More Housing Near Transit Act, which tethers federal transit funding to local efforts to promote and build housing near major transit routes.
- Support the continued funding of the California High Speed Rail project.
- Author legislation mandating the Department of Defense, which burns 350,000 barrels of oil a day, convert to carbon neutrality and develop a DOD-wide climate action plan to convert the single biggest user of carbon fuels to be the world’s leader in reducing carbon footprint.
- Support the creation of federal programs that mirror California’s leadership on national CAFE standards, clean electricity standards, and the goal of a 100% clean energy economy by 2050.
- Support substantial funding increases in federal clean energy research and development, development and deployment of resilient infrastructure, federal incentives for local carbon reduction plans, and full funding for maintenance and upkeep of our public lands.
- Ensure that the federal government leads climate resilience planning missions in every town and city across our country.
Getting access to health care is too expensive, complicated, and frustrating. Janessa knows this firsthand - as the primary caregiver to her mom, who has Multiple Sclerosis and Alzheimer’s Disease, Janessa has lived the experience of far too many San Diegans and millions of Americans. On top of that, the price of prescription drugs and long-term care keeps rising. This is a national crisis that deserves immediate action from Congress.
Janessa believes in universal health care, including reproductive health care, long-term care, and mental health coverage, so that everyone has the freedom to start a family or a business, care for aging family members, or follow their passions without fear of being financially ruined by getting sick. This requires an approach that isn’t rooted in ideological arguments but is focused on helping people. Period.
Americans pay more for prescription drugs than any other industrialized nation in the world - and that’s unacceptable. It’s time to cut out-of-pocket drug spending for seniors on Medicare, cap out-of-pocket drug spending for anyone who opts-in to Medicare, and eliminate co-pays for all generic medicines for low-income Americans on a public plan.
IN CONGRESS, JANESSA WILL:
- Support Medicare for all who want it. This would make a Medicare-type public option available on the exchange and invite people to buy into it, achieving universal coverage while putting every American in charge of their health care choices by allowing those who like their employer-provided healthcare to keep it.
- Champion legislation to build a fairer system that allows the federal government to negotiate drug prices with pharmaceutical companies to make drugs more affordable for everyone, hold pharmaceutical companies accountable for price gouging, and penalize companies that raise prices more than inflation.
- Support investments in research and new technology in order to make our healthcare options more tuned to the 21st Century. This means making sure that the public option is built on biometric data, personalized genomics, and web and telephone-based care. All Americans deserve to have personalized care, with medicine tailored to their individual needs. In the end, these investments will lower costs for everyone and increase the quality of care.
As a Marine Combat Engineer, Janessa experienced first-hand the destructive force of militarizing the US border when her friends and colleagues were haphazardly sent to San Diego’s border as part of the Trump administration’s PR “Caravan” stunt. This shameful misuse of the US military and the administration’s policies of cutting off aid, denying amnesty. Separating families, and conducting raids on peaceful San Diego communities continue to be a stain on the promise of America.
A holistic, comprehensive immigration plan is needed to address 21st Century challenges, not a wall or ICE raids in our neighborhoods. Tearing kids away from their parents, indefinite detentions, and arbitrary deportation policies all must stop. Human dignity isn’t a partisan issue.
IN CONGRESS, JANESSA WILL:
- End the family separation crisis and evaluate ICE and CBP practices to ensure similar humanitarian crises never happen again.
- Champion legislation that protects asylum seekers, allows undocumented residents like DREAMers the ability to come out of the shadows with a serious amnesty plan and path to citizenship, creates more efficient and safe border crossings for San Diego businesses and workers, expands new technology for the border patrol, and reforms the legal immigration lottery system.
- Fight for a firm, bright line between local law enforcement operations and federal immigration enforcement, implementing California’s protections for undocumented families at the federal level.

Success means a positive forward motion. Not every endeavor will have the outcome that you want or expect. But I am a strong believer in “failing forward” – if you set the bar high enough, even if you fail to meet your goal, you will still achieve positive forward motion. True failure is the absence of trying.

Long-Term Care
Several years ago, my mom received news that changed our lives forever — she was diagnosed with multiple sclerosis and early-onset Alzheimer’s disease. When her condition began to rapidly deteriorate, I requested a change in orders from the Marine Corps and returned home to San Diego to take care of her. At only 65, she made the decision to move into an assisted living facility. She will require long-term care for the rest of her life.
My mom is a retired public school teacher and we are fortunate that between her disability pension and our savings, we can afford her care. But many San Diegans do not have these options. Today, 42% of the San Diego senior population does not have enough income to meet basic needs, as measured by the California Elder Economic Security Standard Index, let alone the cost of long-term care. By 2050, more than 13 million Americans will be living with Alzheimer’s Disease, creating a crisis within a crisis.
A recently released report from the San Diego Seniors Community Foundation found that San Diego’s senior centers are understaffed, underfunded, and ill-equipped to meet the needs of the region’s growing senior population. Unfortunately, this is only the tip of the iceberg when it comes to San Diego’s looming senior crisis.
In the next ten years, one in four San Diegans will be seniors — more than 1.2 million people. Nationally, 20 percent of the U.S. population will be 65 or older by the year 2030. And more than half of all seniors — tens of millions of Americans — will require long-term care.
Long-term care refers to a range of health-related services that support individuals who have escalating needs, from assistance with bathing to medication management. Currently, the vast majority of long-term care is provided by family or friends who provide unpaid support. Other options for long-term care are residential care communities, nursing homes, and home health agencies. Most of these providers are for-profit institutions.
Today, the cost of long-term care in San Diego can range from $1,500 to more than $10,000 per month. Some adult day health centers are publicly funded, but they are often overcrowded and offer limited services. Medicare and private health insurance do not cover most of the costs of long-term care. To qualify for long-term care through Medi-Cal, an individual must meet poverty criteria, which requires seniors to spend down nearly all of their savings before receiving care.
At a time when reforming our national health care system is top of mind, the impending crisis regarding the lack of affordable long-term care has not yet been made a priority. An urgent, nuanced conversation about how to provide quality long-term care for those who need it is well past due.
It’s time for Congress to step up and do something. We can start by expanding Medicare and Medicaid coverage to ensure that it includes long-term care. And while we must ensure that everyone has access to affordable health coverage, caring for our aging population should not just be a facet of the health care debate.
The local senior population stands to double in the next decade, and with rents on the rise and affordable housing in critically short supply, the number of unsheltered seniors is also expected to rise dramatically. This is unacceptable. Congress must make historic federal investments to increase the availability of affordable and supportive housing for seniors nationwide.
Congress should also provide tax breaks or vouchers to support families who choose to take care of their loved ones at home, providing a benefit to caregivers who today are mostly unpaid. An estimated 75 percent of unpaid caregivers in the United States are women, and more than a quarter of them are forced to reduce their work hours or give up their jobs entirely, impacting their current and future financial stability.
No American should have to worry about what will happen to them in old age or if they become seriously ill, or how they will afford long-term care for a loved one. It’s time for us to recognize and prioritize the impending long-term care crisis. Let’s have that conversation here in San Diego before it’s too late.

This President has brought us to the brink of a disastrous, misguided war with Iran. Americans are less safe and the risk of conflict in the region is higher than ever. My siblings in uniform deserve more than erratic foreign policy decisions made without Congressional oversight. In San Diego and across the country, Americans have taken to the streets to make their message clear - No war with Iran. Now, more than ever, we need leaders in Congress who will join them in standing up to this Administration and call for an end to endless war.
Donald Trump has used the Presidency to punish his enemies, reward his friends, and enrich himself at the expense of the American people. No one is above the law, not even a wealthy politician. If we’re going to take on this administration and fight for our shared progressive values, it’s going to take everyone stepping up and joining the fight! With grit, imagination and a willingness to work together, we can do big things.
As you can see in the video, Janessa is the candidate in the field ready to hit the ground running on Day 1 with the courage to lead on the important issues. She's a proven leader who will fight for the issues important to San Diego and the nation.

Intrastructure is critical to a functioning economy. I would support modernization of infrastructure and its upkeep through tolls on usage, bonds, and private-public partnerships. All fundraising methods must be transparent and participants must be accountable to the stakeholders.
Healthcare should be personalized, patient centered, and not exclude those with pre-existing conditions.
While I believe it is important that everyone has access to good medical care that is reliable and affordable, I do not believe that government monopoly, which restricts freedoms to both the patient and the employer is a good thing.
I will fight for innovative approaches to Health Care, and support legislation which provides win-win solutions for all stakeholders.
Specifically, I will allow access to insurance providers across state lines, promote innovation, stimulate free enterprise, and increase tansparency.
A nation without borders is not a nation. Despite the complex, emotional debates, with passionate and potentially valid beliefs on all sides, being an immigrant from the Philippines, I understand and support the essential need for legal immigration. While we are a nation of immigrants, we are not a cesspool for foreign ideologies and cultures who refuse to integrate into our way of life to take advantage of us. I will work with my colleagues to promote immigration reform that puts the Constitution and America first. We need to reform our asylum laws , have a merit based system and reinforce our borders, while keeping migrant families together.

As a nurse, I’m proud that I’ve participated in ground-breaking medical research. I was drawn to the healthcare field because I wanted to help people.
As a mother, my most important job, I am blessed with four wonderful children who are learning the story of our great country.
I am a conservative running for Congress because I believe we must lower taxes, reduce our national debt and make our federal government more accountable.
Supporting our military will be a priority for me as a Member of Congress. I support a strong national defense and firmly believe we must expand the capability of our Navy to address the threats sure to come over the next decade.
Improving the care of our nation’s veterans is a related priority for me. The Veterans Administration is slowly improving after the neglect of the prior administration, but as a nurse, I will hold the bureaucrats responsible.
I stand firmly with Israel, and believe in the Constitution, the Second Amendment and the sanctity of life.
This country faces formidable global economic challenges now and in the years to come, but I have great confidence in the strong will and spirit of American workers. As with past threats and hardships, I know that our nation will prevail.
I am running for Congress to bring tough fiscal discipline to our federal government. I ask that you join me in this work and support me in the election on March 3. Thank you for your consideration.

Annette Meza is not only a native of San Diego, but a homegrown product of CA District 53. The daughter of immigrants, she knows first hand the struggles facing working class families in this very district. She has overcome adversity to become an educator, an advocate for human trafficking victims, and a Latina activist and leader.
Her values have informed her career as a classroom teacher and leader. She earned her Master’s in Education from Point Loma Nazarene University and has worked closely with the children and families of this community, leading them to achieve their dreams through education. As an activist and organizer, she has fought for the voiceless victims of human trafficking and slavery, bringing awareness and attention to their plight.
Her campaign focuses on the real issues facing individuals and families living in this community: Healthcare, education, climate change, veteran wellness, and family empowerment. She is an advocate for veterans, a champion of the elderly, and a dynamic voice for working families and young people striving for their goals.
Annette Meza is the voice and perspective that we need in Washington: A homegrown leader; not a career politician or shill for the rich and powerful. An educator and activist that has the vision to see the problems we face, and the wisdom to see the solutions that are right for our hometown.

We need to increase taxes on corporations and create a system in which they are contributing 40% of all the taxes collected by the federal government or to put it in terms of how much they should have paid in 2018, it would have been an additional 900 Billion dollars. Corporations have never paid so little of their share to the government in the last 100 years.
We need a massive investment in infrastructure. A proposal I have would be to build a sea-level canal to the Salton sea and build desalinating plants and solar-powered steam systems to produce power and desalinate the water. This would create a micro-climate and increase rainfall in desert areas and bring back agriculture that has been hurt by droughts and climate change.
In California, there have been a number of wild first caused by power lines. One of the problems California has is the private power companies produce power and own the power lines. That a bad idea. Two separate entities should own the power lines and one should own power production. The reason for this is because as we try to change to renewables, the companies that own the lines do not want to allow for power from solar to enter the grid. They lose money when that happens. However, if we broke up the power monopolies and charged for these services separately, it would increase competition and lower prices.
I support Medicare for All. I am concerned however that if we cannot pass this piece of legislation in the first 6 months and get it through the Senate, we are going to lose the house in 2022. This game has happened before. I think we need new leadership in the Senate and that is the only way to get this passed. If Sanders wins, and we can take the Senate, then we will be able to pass Medicare for all. However, if we cannot do that, then we must change Medicaid and make it available to everyone in the same fashion as how you would sign up for medicare. Medicaid and Medicare would become one system and everyone who does not have 100% employer paid for dental, optical, healthcare with a zero deductible, zero copays would automatically qualify. Over time this program would put the insurance industry out of business.
Social Security, Federal and State Income Taxes and local sales taxes all benefit from the mistreatment of undocumented workers.
“Employers and the federal and state government knowingly benefits on the backs of undocumented workers. Billions of dollars in taxes and social security payments get collected, and the government knows when these monies are being collected that the social security numbers are fake. The government knows they will never have to pay these monies back, and to me that is stealing. Employers know the numbers are fake and they let undocumented workers buy new numbers. They all partake in this insidious activity on the backs of workers, because they all make money from it.”
Simple Solutions
Give amnesty to all workers who can show they have paid into social security and federal income taxes for greater than 2 years. Ensure they have full access to these monies. Penalize the companies that have abused these workers with a fine of no less than $5,000 per employee and ensure the employee is allowed to keep their job.
In industries in which there are labor unions: provide for an instrument in which that company will become a unionized job site or risk being shut down. Another option is to form a cooperative business.
The undocumented worker shall have a fast track to US citizenship.
All undocumented workers will be encouraged to come forward and report their employers. There will be a limited amnesty period for workers and they will be protected from employer abuse and attack. Deportations will stop.
If Melania Trump can become a US citizen after lying on her visa application, and her mother and father can benefit from chain migration then everyone needs to be treated the same.
When undocumented workers pay billions of dollars in taxes and social security they will never benefit and veterans who wore the uniform and served our nation can get deported. While Jeff Bezos can make 11 Billion dollars and pay $0 in federal income taxes. We need to support the immigrant as Jesus said, and deport Bezos. Who is the real parasite?

Biografía
I grew up in a small town in Texas to parents of Panamanian, Puerto Rican, and Mexican descent. Until the age of five, I grew up with both parents in relative luxury in Arlington, Texas. However, it was a gilded luxury that came from my father, who at the time was a drug dealer and money launderer. This would eventually lead him to prison, severely impacting our relationship and my life. My mother was forced to take me and my younger sister back home to Mineral Wells to raise us with the help of her parents. We went from wanting for nothing to three generations living in a one-bedroom apartment. My mother worked multiple jobs in order to support us and eventually found love again. Together with their strength and tireless work ethic, my mother and stepfather got us back on our feet. My stepfather is now a police detective and my mother is a lead tech for an independent school district. The undying love and dedication of my mother, stepfather, and grandparents fostered a strong sense of family values and love for my country.
I faced a great deal of discrimination attending a majority white school. As a Latino, my intelligence was often discounted or outright ignored. I was denied the opportunity to take Advanced Placement and other intellectually stimulating programs. Attending a four-year university was never offered as an option by my counselors. I faced two options after high school; join the military or stay in my hometown to attend community college. The patriotism instilled in me compelled me to enlist the military. In order to find the intellectual challenge I had craved my entire life, I pursued a career in the Navy as a nuclear reactor operator.
After two years of brutally intense schooling from the prestigious Naval Nuclear Power School, I was certified by the Department of Energy to operate nuclear reactors for the United States Navy. I served six honorable years, deploying four and a half times in the hostile waters of the Persian Gulf as part of operations Enduring Freedom and Iraqi Freedom. It was during this time that I became intimately acquainted with the horrors of war and saw firsthand the loss of life that came as a consequence of my contributions to the war effort. I made a conscious decision then to fight for a world without wars and end the needless loss of life. This desire drives me to this very day.
While stationed on the USS Ronald Reagan as a Second-Class Petty Officer, Electronics Technician Enlisted Rank 5, I fell in love with the city of San Diego. After being honorably discharged, I chose to make San Diego my home and pursue a Political Science degree with an emphasis in American Politics and Philosophy from San Diego State University. This opened the doors to my life as an activist, where I have been focused on helping progressives get elected since my days as the President of the SDSU College Democrats. I would go on to found the San Diego Progressive Democratic Club in 2015 and in 2016 would serve as a national delegate for Bernie for District 53. I have served as a delegate to the California Democratic Party and have been a member of the San Diego County Democratic Central Committee for 5 years. Having noticed the lack of support for progressive candidates, I started a political consulting firm focused on mobilizing progressives and employing San Diegans as professional political workers knocking on doors to win campaigns. I’m proud to say that my work has helped transform the San Diego County Democratic Party. It is an honor to be a progressive leader in San Diego.
San Diego has truly become my home and is where I’ve settled down with my family. It was here that I met my fiancé Chyann through our activism, specifically through our work on the Bernie Sanders 2016 campaign. Her son Ryan coming into my life has given me a deep sense of fulfillment and motivates me to create a safe, sustainable, and peaceful world for the generations to come. We live in Mid City with our dog Annie and look forward to a lifetime of happiness together in America’s Finest City.
Having now lived in San Diego for 13 years, I have walked the neighborhoods of San Diego and have heard the concerns of my fellow San Diegans. As a millennial and working-class parent struggling to pay rent while suffocating from my student loans, I understand the urgency with which these systemic issues must be addressed and am ready to fight for a serious change in San Diego and around the country with meaningful policy. It would be an honor to serve as your representative in Congress.

What financing method(s) would you support to repair or improve roads, rails, ports, airports, the electrical grid, and other infrastructure in the U.S.?
MEDICARE FOR ALL
No one should have to choose between keeping a roof over their head and getting the medicine that they need to survive. The United States needs to step into the 21st century like other nations and offer a comprehensive single-payer healthcare system. On healthcare, we need to stop following and go back to leading.
I support Bernie Sanders’ “Medicare for All” program. If elected, I will sign on and fight for the passage of this critical bill introduced by Rep. Pramila Jayapal and Rep. Debbie Dingell. Patients would not be responsible for any cost-sharing of medical expenses ending premiums, copays, and deductibles. Government coverage would include hospitals, doctors, preventive care, prescription medications, dental care, and vision care. This plan also stops private insurers from selling plans that compete with Medicare for All.
DACA AND DAPA PROTECTION
We are prepared to fight for true immigration reform. Not a wall! Not bigotry! Not racism! We want to fix our broken immigration process, protect DACA and DAPA recipients, and end our racist immigration policy. We are a nation of immigrants. It is our countries heritage of being a melting pot that makes us strong, that makes us unique, and has helped us prosper. Let’s legalize DACA and DAPA recipients with immediate United State Citizenship.
ABOLISH ICE
Part of immigration reform is taking steps toward abolishing ICE by changing its directive. We do not need a state sponsored terrorist organization within our own borders. It is time to end ICE’s mission and pass meaningful immigration reform that stands for our values.
IN ADDITION I STAND FOR THE ADOPTION OF THE FOLLOWING POLICIES:
-
One page intake at a legal port of entry to expedite the process for immigrants to obtain legal work permits
-
Hire more immigration administrators at the border for faster and more efficient intake
-
Criminalize child separation at the border
-
Lower and/or remove the large fees from the process of becoming a citizen

Joaquín fights for progressive values and believes that in the richest country of the world, there is no reason for anyone to be homeless, hungry, out of a job, or even have to struggle to get their healthcare needs met, or not afford an education.
As an experienced policy advisor, community organizer, and unapologetic progressive, Joaquín is running for the U.S. House of Representatives to bring real and honest represention for the people of California’s 53rd Congressional District and kick special interests to the curb. Establishment politicians and the rich have had a free reign over our democracy for too long. As greed infects every part of our government, the most pressing problems destroying our communities are ignored and families are struggling to make ends meet worse than ever. In a time where we need all hands on deck, politicians have gotten comfortable in their seats, taking billions of dollars from corporations, catering to special interests, and leaving the middle- and working-class people to drown as they swim against the waves.
We don't need more rich politicians buying seats, nor establishment politicians making their corporate donors richer while they do as they are told. Their time is up. We, the people, are taking Washington back!
Joaquín's educational and professional background might make him qualified candidate for the job, but it is his real life experience that makes him the best person to represent the district and be the true champion of the people. As he stands tall against all odds, he is fighting for Medicare for All, the Green New Deal, ending homelessness, guaranteed jobs, housing and education for all, transportation justice, immigration reform, banning private prisons, immigration and criminal justice reform, while #PuttingPeopleFirst.

My passion in life has always been to help people and keep the environment clean. Whether protecting the airways as a U.S. Air Marshal, or working alongside U.S. Customs/Homeland Security to prevent the unlawful trafficking in live exotic wildlife, the “public” in public servant has always come first. As a graduate of The University of Montana, I learned early that understanding the views of others could be the key to prosperity for all. My 30 years of public service with the U.S. Department of the Interior spanned the country from California to Montana, Wyoming, North Dakota, Texas, Illinois, Ohio, Virginia/Washington D.C., and New Jersey. In all my travels and through all my encounters with people, whether as Refuge Manager, Wildlife Inspector, Special Agent, Computer Forensics Specialist or augmented Federal Air Marshal, I've understood that the average person's hopes and desires boils down to happiness, freedom, and fairness. Although I retired from civil service in 2008, I continue to stress the importance of education through my work as an author, filmmaker, musician and community volunteer. I believe that education is the key to a healthy society.

Preguntas de League of Women Voters of California (3)
As the representative for district 53, I would, again, present all the facts of the situation to my constituents and discuss any Bills being presented before casting a vote. The community I represent will need to be involved with all legislation which may impact them. This is the only way we’ll be able to progress as a nation through democracy.
We are a nation of immigrants who fear immigration. The why of this question needs to be addressed before any legislation is enacted upon.
When people bring up topics that will help society, the conversation invariably turns towards "raising taxes." Personalizing the negative costs to the individual of something good for society is the simplest way to kill a productive society. Therefore, I would go over the facts of the situation. As with most established businesses, and start ups, a cost analysis must be done to show the "shareholders" the risks involved with establishing programs, such as universal health care.
The facts are that caring for the uninsured in this country costs taxpayers over $3 trillion despite the fact that we visit the doctor less often than developed nations that have government health care coverage. The facts are, we subsidize the oil industry in this country to the tune of $5.3 trillion. The facts are that many large American based companies do not pay their fair share of taxes. So, for a low- to middle-income taxpayer to automatically think that the cost of implementing such a program will come from their pockets means these people are not being represented properly.
If voters stay engaged in how their money is being allocated through the system, and the representative is keeping the community informed about the facts surrounding legislation, we would be able to pass legislation beneficial to the public, without negatively impacting taxpayers.
Theres a few points I need to make, here. Migration is a natural occurrence for all beings on this planet, and borders are artificial.
Besides the fact that the global warming crisis will increase the amount of “illegal” immigration into the USA via refugee status, the current land use practices by the United States, such as violation for water treaties with Mexico and Canada, creates a shortage of water flowing to Mexico, causing economic and environmental shortcomings in that country, which increases the likelihood of Mexican citizens seeking employment in the USA. Furthermore, it is a little known fact that the legal immigration system is not ranked in favor of Latin American countries, making it more difficult for people of those countries to obtain legal work permits.
In addition to addressing the climate crisis here at home, we need to study the data in order to determine which countries are likely to be impacted first, and the most, and provide assistance to those nations before disaster strikes. All foriegn aid needs to be tied towards developing nation's willingness to implement climate correction measure in their countries. It is time to build partnerships, not walls.

Beyond being your advocate for the right to live healthy, prosperous lives, i want to represent you and the community, not dictate to the community.
I am 62 years old and have lived a full life and learned many things from people around the world. Even with those expereinces, I am limited to prospective of life. But together we are stronger.
A representative of the House was not meant to be a career position. It was meant to stay fresh, reducing the opportunity for individuals to cease power. In order to have a true democracy in the USA, we need to have a true representative government. This can not occur when people make a career out of a public seat. As your representative, you will convey our needs and i will relay the needs of the community to the government. It is that simple. A representative needs to be a community advocate have life expereinces of the community, and be able to communicate effectively with others. I exceed in all of these categoies, having served this country for 30 years, and three years of Washington Office expreience for the Department of the Interior.

We have been made to fear the loss of things that we perceive will reduce our quality of life and we, therefore, tend to cling to those items. We are a nation of immigrants fearing immigration. We are a nation born of violence that can not understand why individual acts of violence continue. Fear has kept the nation voting into office individuals who continue to be the problem and not the solution. Individuals who put self interest over the public's interest.A vote for John Brooks will insure that community will always come first. I believe if civic duties and societal needs were required learning in schools, we would be in a far greater position on accomplishing goals our community desires to move forward and that everyone would want to be a part of the political process. Please have a look at my background and reasons for wanting to represent District 53. (JohnBrooksforCongress.com) I am sure you will agree that I am more than capable and trustworthy to execute the duties of this office. Thank you for your support
I believe money is corrupting our political structure and that we need to move towards public funded elections. I am running a "No Money Campaign" to set this movement into motion. I am financing my Congressional run on my own money and keeping my expenditures below $5,000.00. I am using social media and the "word of month" method to introduce myself to voters. Truly "Grass-Roots." Why? Because... The time is now. Tomorrow is too late. John Brooks for Congress. District 53. www.JohnBrooksforCongress.com @2020JohnBrooks @JohnBrooksforCongress
There is a growing homeless population in San Diego. The people without shelter find themselves in this position for a variety of reasons. I spoke with a few of them about the state of homelessness in San Diego, and this is what they had to say. Ignoring or putting "band-aids" on the issue will not solve the issues of people without shelter. Making the shift to a sustainable economy will go a long way in addressing the inequality that exists in are communities. Vote for John Brooks on March 3rd and let's tackle this issue, together. Remember, We are Stronger Together. www.JohnBrooksforCongress.com
