I’m cutting through Washington’s dysfunction to deliver results for our communities. I’ve delivered major funding for vital local projects - from wetlands and salmon restoration projects, to public transit and expanded bicycle and pedestrian pathways, to community health clinics, to the long-overdue dredging of local navigation channels. I recently helped pass the largest-ever federal investment in wildfire preparedness, including new programs for healthier, more resilient forests and grants for local communities to develop microgrids, fire evacuation routes, and other resiliency projects.
I worked to pass the American Rescue Plan that funded the most successful vaccine rollout in history, got urgent economic relief to families and businesses, and lifted our economy out of recession.
Despite partisan division, I’ve found ways to work across the aisle. I played a key role in negotiating and passing historic infrastructure legislation that provides nearly a trillion dollars to upgrade roads, bridges and water systems, build a national EV charging network and expand rural broadband; and led a bipartisan coalition that secured $2.5 billion in IDEA special education funding.
I'm leading the fight to ban offshore drilling and there is no stronger voice in Congress for bold climate action. I’m also spearheading legislation on voting rights, LGBTQ equality, reproductive choice, gun violence prevention, prescription drug reform, universal childcare and other core values.
A generational change is underway in Congress. As a senior member of the Natural Resources and Transportation and Infrastructure Committees, I’ll have an even stronger voice in coming years. I’ll keep working to deliver results.

My Future Drought Act, developed over several years with input from top western water managers, is a great example of forward-looking investments and policies that can make us resilient in the face of worsening water shortages due to climate change. I'm proud that major provisions from this bill were included in the Infrastructure Investment and Jobs Act which was signed into law last November. These type of investments - including water use efficiency, recycling, stormwater capture, groundwater management, desalination, and smart local storage - are the answer to solving our water problems without compromising environmental standards.
Yes. I have long supported comprehensive immigration reform that includes a path to citizenship for millions of law-abiding residents who deserve to have their legal status affirmed so that they can continue living with their families, working, and contributing to our communities. I have also supported many incremental reforms, including the Dream Act to protect hundreds of thousands of residents who came to America as children, have built lives here and in many cases served in our military. They should not have to live in fear of family separation and deportation.
HR 1, the For the People Act is a bill I'm proud to cosponsor. In addition, I've cosponsored the John Lewis Voting Rights Protection Act and many other bills to address the scourge of voter suppression and protect voting rights and election integrity.
I played a key role in negotiating and passing out of the House the Build Back Better Act, which includes the largest investment in clean energy and climate action in American history. I also worked to include several key climate resiliency provisions in the American Investment and Jobs Act, which was signed into law last November. Finally, I am lead author on numerous bills to advance bold climate solutions, including the Keep it in the Ground Act, the Sustainable International Financial Institutions Act, and many others. I have been chosen to represent Congress in delegations to the two most recent global climate conferences (Glasgow and Madrid) and was appointed to the Select Committee on the Climate Crisis. There is no stronger voice in the Congress for bold climate action.

Born and raised in Sonoma County, Chris spent most of his childhood in scouting and sports - hiking, camping, and backpacking the mountains of California. After earning his Eagle Scout, he found his calling in the military, joining in 2000 at the age of 18.
During his first enlistment, Chris was identified as a top performer and subsequently recommended for commissioning as an officer. In pursuit of the requisite college degree for a commission, Chris returned home to attend the Santa Rosa Junior College. He received his associate's degree before transferring to the University of San Francisco (USF) and earning his bachelor’s in politics.
While at USF, Chris earned a full-ride scholarship and selection by the Leo T. McCarthy Center for the Common Good for the coveted Washington Semester Program at American University. This fellowship took him across Europe, where he learned about international law and organizations directly from leaders of the various institutions of the international community, such as NATO, the EU, the UN, and the International Criminal Courts at the Hague.
During his time in Washington DC, Chris completed his studies in Military Science at Georgetown University and received an internship at the Pentagon's Strategic Studies Group, studying military policy and strategy with the military’s top minds.
In 2011 Chris received his commission as an infantry officer in the US Army, where he honed his leadership skills, ultimately achieving the rank of captain. The Deputy Commanding General selected him to lead the Pathfinder Platoon - a specialty platoon tasked with reconnaissance and sensitive material recovery for the division.
He also ran the Army’s Pacific Theater Air Assault School, facilitating the training of thousands of Marines, Soldiers, Sailors, and Airmen of the US and partner forces, qualifying them in helicopter rappelling and assault operations.
In his final military assignment, Chris was the most junior Army officer ever selected for a fellowship to the Senator Daniel K. Inouye Asia Pacific Center for Security Studies (APCSS), a Department of Defense think tank. He represented the US and US Army to dignitaries and senior security officials from almost every country in the Indo-Asia Pacific, focusing on multilateral and multidimensional solutions to regional and transnational security challenges.
At APCSS, Chris learned the value of establishing trust across borders and cultures and understanding the increasingly complex interrelationships of military, economic, political, environmental, and diplomatic policies. He also learned the challenges that form the security environment of the Indo-Asia Pacific.
Following this assignment, Chris earned his master's in diplomacy from the oldest private military university in the US, Norwich; finishing his studies with a thesis on the challenge brewing in the South China Sea and solutions available to mitigate war.
Completing his commission in 2016, he returned home to family in Sonoma County. There he joined his mentor, learning the ropes as a business and political consultant, successfully running city and county level campaigns and advising companies in various industries of northern California and beyond.
As a small business owner, Chris built a state-wide logistics operation, produced an award-winning documentary, and co-founded a trade association. An association responsible for passing several pieces of state legislation critical to small business, a body of white papers, and representing the largest group of licensed distributors in the nation. He worked closely with regulators, legislators, and the Governor's Office of both Jerry Brown and Gavin Newsom administrations to address small business viability - focusing on burdensome taxation, market regulations, and expanding commercial rights for the cannabis industry.
In 2018 Chris was recognized by North Bay Business Journal's Forty under 40; his company received the American Business Association's small transportation business of the year award and a Zennie Award for HR excellence. The following year he won the Irish Echo’s Forty under 40 award.
Chris lives in Sonoma County, where he spends his time with family. He enjoys supporting youth as a board member and past president of Scouting's Redwood Empire Council, assisting his childhood scout troop, and hikes across the natural beauty of California with his dog Xorro. He is an avid runner and a moderately successful gardener.

I will work to ensure that no dams of the second district are removed without viable alternatives in place. Further, I will work with appropriate parties to increase the storage capacities of regional dams where available, ensuring increased water storage capacity exists to provide drinking water, water for ag, and resources for firefighting.
We must also engage in programs that improve the biosphere of our region and reduces the impacts of drought conditions on citizens and businesses.
Our immigration program is largely broken. I will write legislation to re-imagine the methods we facilitate the immigration of new citizens to the US.
None. We are not a democracy, there is no democracy to preserve here; we are a constitutional republic. This is a very important differentiation to understand and a dangerous one to misunderstand.
As a small 'r" republican I am running to protect the republic that ensures the rights and liberties of all Americans, ensuring business opportunities for all businesses regardless of size are retained by the citizen - not controlled or coopted by a select few.

It is inevitable that our energy sources shift as technology advances but we also need to adapt our way of thinking about the format in which we use such energy. While the transition to battery stored energy is an important advancement, we must be careful not to follow the same corporate and individualistic consumer like mindset that made the use of GHG engines so widely produced and thereby inefficiently optimized resources. We must look at the use of energy resources as the zero-sum scenario that they are. If we repeat the mining and extraction processes that we used for oil and other fossil fuel resources, we will continue to degrade our environment, again unnecessarily costing us resources and time. I will support legislations that encourages the efficient use of energy resources with an eye towards long-term optimization.

Biografía
As an educator, Beth has spent twenty years helping educational organizations serve their communities and students reach their goals. She’s a regional leader in adult education and workforce development and has also worked as a leader and teacher in K-12 and higher education.
A Democrat and lifelong Californian, Beth came to the North Bay almost a decade ago to be with family in Sonoma County. She served as a guest teacher in grades K-12 in multiple Sonoma County school districts and taught middle school in Windsor. At College of Marin, she managed Community Education and Lifelong Learning programs in Kentfield and Novato. Currently managing adult workforce training programs for the Lake County Office of Education, Beth collaborates with partners in Marin, Sonoma, Mendocino, and Humboldt counties.
Prior to coming to the North Bay, Beth lived and worked in the San Francisco Bay Area, creating and managing community service and student leadership programs at Saint Mary’s College of California. While a Bay Area resident, Beth volunteered with multiple nonprofits, mentoring through Big Brothers Big Sisters of the Bay Area, serving free meals to struggling San Franciscans at the St. Anthony Foundation, and providing support at fundraising events for Make-A-Wish. She was also an active member of All Souls Episcopal Parish in Berkeley.
Beth met her archeologist husband in the North Coast region, and they married in Sonoma. Having grown up with an active outdoor lifestyle, her husband helped her discover an appreciation and love for rural life. They are parents to a strong and spirited toddler.
A career in education has given Beth many opportunities to serve, but she wants to do more for the people of this region. California’s 2nd Congressional District is diverse, with many pressing needs, and all of those needs need to be addressed in Washington, D.C. As the Representative for California’s 2nd Congressional District, Beth will work hard to ensure people in the region can succeed by supporting public education; promoting job creation and economic development; tackling the housing crisis; improving access to affordable healthcare; and making the region more resilient to fires, droughts, and power outages.
