Josh’s family came to the Central Valley more than 150 years ago. His great great grandpa settled in Manteca to start a peach farm and raise his family. Along the way, he taught his kids a deep sense of public service and a pride for working the land. Both of Josh’s grandfathers served in World War II and his parents met on a mission trip. His Dad is a proud small business owner and his mom is a volunteer leader at their Church.
Starting as a paperboy for the local newspaper, Josh worked his way through school, spent his early career growing small businesses, and then taught at a local junior college. Josh met his wife Pam in college and they were married a few years later surrounded by family and friends.
In 2018, Josh’s member of Congress threatened to take healthcare away from thousands of families in the Valley, including his own. Josh decided to step up and run for office, but he vowed to do it differently. He refused to take a dime of corporate PAC money and instead relied on thousands of volunteers to knock on doors to win his race and flip the seat blue.
Today, Josh lives in Tracy with his wife Pam and their newborn daughter Lily. He is dedicated to making the Valley safe and affordable so everyone can live and raise their family here, just like his family has done generation after generation.

Costs are sky-high, crime is up, and people are commuting hours a day to get to work. Josh is focused on putting the Valley first - lowering costs, delivering affordable health care, bringing home good-paying jobs, addressing homelessness and keeping our neighborhoods safe.
BRINGING DOWN PRICES FOR VALLEY FAMILIES
Josh knows the price of everything from gas to rent to groceries is way too high right now and our families can’t afford it. Josh is leading the fight to cut the cost of prescription drugs like insulin, repeal the gas taxes in both Washington and Sacramento, and get housing costs under control.
FIGHTING FOR AFFORDABLE HEALTH CARE IN THE VALLEY
Health care is personal for Josh. His brother was born prematurely and the hospital left his family with a hundred page medical bill. Josh knows the health care system is broken. It’s too hard to find care and too expensive to get the care you need. At the same time, insurance executives are getting rich while our families have to choose between prescriptions and putting gas in the tank. Josh supports measures to get costs down including a $35 per month cap on insulin.
BRINGING GOOD PAYING JOBS TO THE VALLEY
Josh has a jobs-first vision of turning our Valley into a thriving economic center. That’s why he’s working to bring high paying jobs in fields like ag-tech, IT, and clean energy home to our community, and why he’s fighting for trade deals that put our products and workers at the center, as opposed to being ripped off by foreign competitors.
DECLARING HOMELESSNESS AN EMERGENCY
Politicians have let the homelessness crisis spiral out of control. Josh knows it is an emergency and he supports urgent programs to get people off the streets and into support services. Josh’s landmark homelessness plan includes tackling the root causes of homelessness by investing in mental health and substance abuse services and providing job training to get people back on their feet.
KEEPING OUR COMMUNITIES SAFE
Josh is incredibly concerned with rising crime rates in our community. Like every parent, he wants to walk around with his daughter at night knowing they’re safe in their neighborhood. Josh is proud to stand with our law enforcement officers and give them the tools they need to keep us safe. This year he brought home millions in federal dollars to fund a special task force to fight methamphetamine and fentanyl trafficking in the Valley and hire new police officers, buy new police cars, and stand up state of the art public safety equipment.
FIGHTING CORRUPTION
Our community has had the same politicians yelling at each other about the same problems forever and nothing ever gets fixed. Corruption and inaction have become the norm. Josh is part of a new generation who believes we need to do things differently. Josh is the author of the Ban Corporate PACs Act because his vote can’t be bought and he believes no one should be able to auction their vote to the highest bidder. He is fighting to stop pay raises and special privileges for politicians.
SERVING OUR VETERANS
Both of Josh’s grandfathers and one of his great uncles served in uniform. They defused bombs on the beaches of Normandy and fought in the South Pacific to defend our freedom. Josh understands the sacrifices our military men and women make and he knows our veterans don’t always get the benefits they’ve earned when they return home. One of Josh’s proudest moments was when his bill providing health care to30,000 Vietnam veterans exposed to Agent Orange was signed into law. Josh won’t stop fighting until every single one of our veterans have the benefits they’ve earned.
REFORMING OUR BROKEN IMMIGRATION SYSTEM
Josh knows our country draws its strength from our diversity. Here in the Valley over 10,000 Dreamers are stuck in the shadows. Josh is a proud co-sponsor of the DREAM Act and believes they must have a pathway to citizenship. He also believes we can’t just stop there - Josh is a vocal advocate for real, comprehensive immigration reform to give immigrants and their families the protections they need to participate fully in our community. Josh also knows strong border security and enhanced technology are vital for protecting our country from drug smugglers and human traffickers. He believes both border security and immigration reform are important pieces to our country’s success.
BUILDING A SUSTAINABLE WATER FUTURE FOR OUR VALLEY
Water has been a critical issue for our community since Josh’s great great grandfather began farming in Manteca more than 150 years ago. Josh knows that for too long, politicians in Sacramento have haggled over our water crisis instead of working to solve it. So unlike them, Josh has worked with Republicans and Democrats to secure the Valley's first new water storage project in a generation, brought home millions to update storage infrastructure and technology, worked to protect the Delta, and fought to make sure every family in our community has access to clean and safe drinking water.
PROVIDING THE BEST EDUCATION FOR VALLEY KIDS
Josh is a proud product of Valley public schools and is incredibly grateful for the great education he received. Like so many parents in our community, Josh is deeply concerned about what the pandemic has done to our kids. That’s why he spoke out early and often to get kids back in classrooms once it was safe and he’s working hard to direct more funding for our kids' mental health. Josh is also a strong proponent of trade and skills education so every kid can graduate with a career ahead of them whether they plan on going to college or not.

From a young age, Jim Shoemaker has been grounded by his Faith in God. He calls Faith Community Church in Acampo his home church and attends with his wife, Joanie. God’s word and hard work dictate Jim‘s life. Jim believes in strong work ethics and has been working since the age of 5. Jim’s father guided him through the steps of owning a popcorn business. It started with a little red wagon, a couple of buckets full of popcorn and boots to walk the neighborhood. At 10 years old, after his father passed, Jim went to work with his uncle on his farm in South Dakota. There, Jim learned the art of harvesting grain, operating a combine tractor, working the land from Texas to Canada. By 12 years old, Jim graduated from harvesting to driving truckloads of grain down the interstate. By 18, Jim got his commercial drivers license which eventually led him to starting his own trucking business. Hard work is no stranger to Jim. He owned and operated a number of businesses over the years: Trucking business, building /construction, pool service company, finance/mortgage/insurance. Jim enjoyed the fruits of his labor; yet at times, sacrificing his benefits to provide for his two children, as a single dad.
Through his professional work history, political involvement, and walk in his faith, Jim has experienced the detrimental effects of governmental overreach. Watching the slow death of California has pushed him to the limit. With 30 years of political involvement, seeing the demise of our nation, our state, our district, has been heartbreaking and infuriating for Jim. Working behind the scenes of politics, Jim experienced firsthand the good side of the fight for freedom as well as in the inner workings of corruption, big corporate money, and big government. Today, many politicians have strayed away from the traditional faith-based values this nation was founded and prospered upon; values structured in the Bible; values such as individual liberty, honesty, and self-sufficiency. Faith should not be forced upon others, but that does not mean it cannot be used to guide sound policy decisions and remind us of the rights we all hold as citizens of this country. These God-given rights are life, liberty, and property. Whether or not people hold the faith, the biblical commandments are the bedrock of our society, and upholding them ensures the stability and prosperity of our nation. We owe it to our descendants to maintain and pass down these values.
The right to life has been completely abandoned, not just in America but worldwide. Since Roe V. Wade, 60 million lives have been ended without justice or due process, and it cannot be allowed to continue. Life begins at conception, and it is murder to cut it off at any point without just cause, inside or outside the womb.
America a beacon of freedom to the world. But those freedoms protected by the constitution and admired by the world have been increasingly violated as our government has grown larger and larger. The most important freedom we Americans are fortunate to exercise is the right to bear arms. This right ensures the survival of all other rights. Because of this, it is increasingly intruded upon by a government American citizens trust less with each passing year.
With heavy restrictions on the type of firearms/accessories we can buy, when we can receive purchased firearms, and the ability to carry firearms, citizens have been left vulnerable and unable to defend themselves. People cannot survive and feel safe in their communities without the means for self-defense. They must be allowed to buy and carry firearms quickly and easily. The right to bear arms is not limited to self-defense but includes sport and recreational use, and it is no concern of the state as to what you can and cannot do with your firearms peacefully.
As private citizens, we must maintain the right to privacy, whether in our homes or online. Since the passing of the Patriot Act in 2001, the Federal Government has had an unjust ability to spy upon the citizens and take our information without a single warrant. This is a violation of our 4th amendment right and cannot be allowed to continue. Not only this, but the Federal Government has allowed Silicon Valley to censor citizens' free speech while simultaneously subsidizing and colluding with these companies in handing over our information and data unjustly. Not only does this collusion and aid expand their monopoly on the means of speech, but it is a violation of our First Amendment rights. Without the means to spread information openly, ideas and truth are shut down and forced Underground.
Welfare and unemployment programs were designed to aid the needy and underprivileged who, through no fault of their own, could not earn a decent living. But today, this system of charity is heavily exploited. Our hard-earned money must not be wasted. Our welfare system is in desperate need of reforms. As Calvin Coolidge said, "A government which lays taxes on the people not required by urgent public necessity and sound public policy is not a protector of liberty, but an instrument of tyranny. It condemns the citizen to servitude."
We, as private citizens, have a right to be self-sufficient and not dragged down by the burden of the government. For our ability to be self-sufficient and prosperous as a nation, businesses must be allowed to grow free of burdensome regulations and taxes. One hundred years ago, an immigrant from another country could reasonably expect to work hard, open a business, and begin the process of building generational wealth. Many Americans can trace their prosperity to forebears who came to this country with nothing and set up successful small businesses. Today, it is tough even to start a business, let alone maintain one, as unnecessary regulations and high taxes drag down owners. For many years, America was looked up to as the land of opportunity, a place of good jobs and small businesses. With the Federal Reserve bringing about high inflation, taking away your savings, and creating cycles of recessions, Americans have struggled to maintain a prosperous life. In recent years, Americans have struggled to maintain a family as the cost of living rises and families are fighting to provide for their children. Decades ago, people could easily get a job and start a family early. Unfortunately, many in the modern age are discouraged from doing so because of the deterioration of family values and economic burdens. We cannot let the Fed continue its secret and unjust operations, and it is time we end it for the security of future generations.
For a nation to be safe, it must be defended within itself and outside. Throughout the world, there are many unique nations with unique cultures. For a country to be safe, those who come in must be vetted to prevent dangerous people from flooding and endangering its citizens and national culture. America has failed to maintain such a standard in recent years, especially at her borders. Many come into this country without background checks at our borders, some of whom are dangerous and pollute our streets. While a large majority wish to come for opportunities and a better life, they must do so safe and legally. To assimilate into our society, there must be a simple path to citizenship and understanding of our laws to maintain our safety, stability, and preservation of our national culture. The rise of Globalism is the biggest threat to these values we hold dear, as it threatens unique national cultures around the world, safety, and the autonomy of nations. We need to step up for our district, state, and country.

My name is Harpreet Singh Chima. I am running to represent California’s 9th Congressional District.
Growing up, I watched my parents work hard and achieve the American Dream. As immigrants, they saved up to start their own business. And although there were difficulties along the way, eventually they achieved financial stability. They bought a home and raised their family.
After I graduated with a bachelor’s in Neurobiology from the University of California, Davis, I worked on progressive campaigns for City Council and District Attorney. I organized coalitions to support Green New Deal legislation and affordable student housing. I am also a member-at-large at my UPTE-CWA 9119 union local. I worked with my fellow union members to raise funds for our undocumented neighbors when our government failed to deliver them the first round of COVID-19 stimulus payments. And I am helping lead the effort for a non-police first responders program, CALL Stockton.
After years of progressive activism, I look at our community and see the lack of progress we have made. Today, there are fewer possibilities of reaching the same American Dream my parents achieved. The costs of education, of housing, of living have all skyrocketed. But wages have barely gone up. The middle class continues to shrink. Too many working people live on the brink of poverty. But our politicians are content to fix things around the edges. The sense of hurt, pain, and urgency we feel is not reflected in the actions of the people we elect to represent us.
I’m running for Congress because I believe our government should serve the people who do the actual work of keeping this country running. Join me, so we can work together to improve the lives of our families, friends, and neighbors.

People in this district work really hard to create a stable life for themselves and their families. But too many of us and our loved ones are living paycheck to paycheck. And when you ask people what they’re struggling with, it’s almost everything across the board: housing costs, access to healthcare, limited educational opportunities, or not being able to turn on the AC because electricity costs too much.
And I see people carrying the burden of these struggles by themselves, blaming themselves for not being able to overcome these challenges. But no one person can take on Wall Street investors buying up housing, the pharmaceutical companies, and private utilities and their investors like PG&E. Because it’s you versus an army of investors, lobbyists, and their allies in Congress passing legislation that basically puts you in a no-win situation.
I’m running to take on the people who benefit from the pain and hurt that so many of us are feeling because that is what the government is supposed to do for you.
My experience as a union organizer gives me the confidence and the skills needed to build the coalition to do it. Because at the end of the day, no amount of propaganda on FOX or MSNBC is going to convince you that working full time and spending more than half your paycheck on rent, to the point that you can’t even afford a nice day out with your kids, is the right way for an economy or society to function. So, the other side might have lobbyists and money, but I’m confident we can build a wide coalition of working people, focused on the real material needs that we’re all facing, right here in this district. And that together, we can create real change in Congress.

As a San Joaquin Farmer since 1982 and a member of the California Farm Bureau, I owned and farmed over 200 acres, growing walnuts, grapes, cherries and vegetables. I was born into a political family. My great grandfather was the President in 1917, my grandfather a Chief under the British in Shanghai, and my dad a liberationist. I grew up loving the community, caring for the weak, and doing everything I can to take others above myself. I've focused on studying and working all of my life, so far. At home, I stayed and cared for my single father until his passing. I have four children which I've raised as a single mother. I continue to work for the community, one example is through real estate purchases, and then providing low or no income housing for the community, including veterans, single parents, disaster assistance, and the homeless, so they'll have a chance to get support until they can "stand back up on their feet" without having to be faced with endless impractical promises that'll never happen realistically, or facing situations where government assistance applications takes a long time before people in the community will get any help. So I've stepped out and made sure I've helped as many people as possible prior to any misfortunes occur that will destroy families or hurt lives; directly from my own pocket's after tax money. So far, I have been able to help over two hundred households who would otherwise been out in the cold waiting, starving, or dying.
I have also been an advocate when it comes to children, seniors, families, and justice. I've also provided licensure support, and given years of resources to providers of alternative care benefitting over 200,000 Californians. I've also written the CA Initiative 1894, which dropped the children's removal-from-home rate in 2021 from approximately 500,000 to 40,000 annually. I have submitted Bills to congress in March of 2021; for example the edited, HR 485, has gotten 80% "yays" from Congress, and 92% "yays" from community polls.
I've decided to run for congress because then I'll be able to accomplish more contributions for the community; such as ending the unemployed, healing the homeless, and safeguarding all infrastructure; to just name a few.

I would reference previous winning programs, advanced research work, and projects and see if any improvements are required and apply them to any of our current and future drought conditions to where it makes sense for all.
We may consider regulating the processes of immigration law's implementation. Since immigration laws are complex and are well thought out, it's the implementation processes that require oversight and adjustments if we were to see a better outcome, compared to outrageous border issues, family separations, and deaths.

Gives parties in child dependency and child custody court proceedings the right to demand that a jury, rather than a judge, determines if a parent is to lose legal rights to their child(ren). Provides that findings in child dependency and child custody court proceedings may be made by a jury, as a matter of right. Prohibits a judge from rejecting a jury’s findings.
Amend Welf & IC § 350 as follows: "The court must allow the child(ren)'s testimony when the child desires and demands to be heard to preserve and promote the child's best interest. The court has a duty to verify whether the child(ren) was properly notified and allowed respectfulness to the child(ren)'s comfort zone to timely respond without intervention, coercion, or prior tampering. Any coerced child(ren) remarks shall deem a jury determination of the child(ren) emergency re-placement into a trusted home of the parents or guardian's choice."
Amend Welf & IC § 317(c) as follows: "All child(ren) has a right to effective representation, whether court-appointed, or private representation, and the representation is allowed to be paid by his or her parents or guardians. The child(ren) reserves the right to choose his or her representation. And the child(ren) has a right to privately consult 45 minutes with their parents or guardians prior to the court regarding representation."
Amend Welf & IC § 366.26 as follows: "The court has a duty to verify beyond a reasonable doubt of all the allegations against parents and guardians to prevent the unnecessary removal of children from innocent parents or guardians; and to prevent the breaking of the strong-bond-relationship between guardian or father, mother, and child(ren) which is detrimental and will cause irreversible harm to any family."
Amend Welf & IC § 366.21 as follows: "The court has a duty to acknowledge and accept all efforts and evidence that the parents and guardians made in a submission to the case plan, and not call the efforts a failure when the parents or guardians are fully following instructions. As this acknowledgment will promote national respect for the judicial system and encourage family unity."
Amend Welf & IC § 600 et seq. as follows: "To allow Jury Trial findings prior to the court rendering federal and state funding; and to bar the taking of any moneys, or of monetary value from the parents or guardians. It will not be fair to remove the child(ren) from the parents and guardians and expect them to pay for the court's orders while losing a child(ren) that they've already spent a fortune to raise. The court or jury is prohibited from causing more losses for American parents and guardians for supporting what the court wants for their children instead of having the parent's or guardian's decision. Whenever the family's fate is decided by the court, the court should arrange payment if it's out of the parents and guardians' control."
Amend Welf & IC § 366.25(a)(1) as follows: "The determination of whether returning a child and the continued removal of a child is by the jury trial's determination: where the jury trial participants are selected by the parent or parent-appointed guardians."
Amend Welf & IC § 366.26(i) as follows: "Parents have the right to challenge the juvenile court for lack of notice or given parents and children the right to a jury trial when the order of terminating parental rights is final."
Amend Welf & IC § 388 as follows: "Allow families: parents, guardians, siblings, or children, the right to reopen closed cases where the case hearings did not include jury trials before receiving a ruling or determination for the permanent placement of children."
