Mis 3 prioridades principales

  • Homelessness: Katie started studying this issue over 20 years ago at UCI. Plans start with housing first; then support for issues like substance abuse, violence, mental illness, education. We must break the cycle of poverty esp. for women/children.
  • Transportation: Katie has real plans to improve traffic by working w/rideshare apps to locate 2-4 riders traveling to similar destinations. Then use energy efficient scooters to reach final destinations. Equals 75% less cars w/single driver on roads.
  • Education: Katie’s top priority since working on Capitol Hill. She knows education affects everyone: poorly educated workforce drives cycle of poverty vs. highly educated drives prosperity. Will demand more funding for school resources for children.

Kim-Thy “Katie” Bayliss is running for Supervisor in a county she is deeply-rooted in.

Katie was born, raised, and graduated public schools in Orange County. She earned a BA in Economics at UCI and a Jurist Doctor at Western State University College of Law.

Katie is the daughter of immigrant parents who have been businessowners in Orange County for almost 40 years.

Prior to becoming an attorney, Katie obtained experience on Capitol Hill for the US House of Representatives and worked for an investment management company. For almost a decade, Katie has been practicing law with a focus on helping small business owners and families with young children. Katie also is licensed as a real estate broker and helping the API community achieve the American Dream of owning a home is one of her passions.

Katie has always been actively involved in the non-profit community. Currently, she serves as Secretary to the Asian Real Estate Association of America Orange County; and Legal Advisor to the Thu Duc (Army) Cadets Alumni Association of Southern California. She has also engaged in mentoring young students and female professionals for over 25 years, volunteers at her children’s school, and dedicates time with her husband, Shaun, teaching confidence and faith to young children every week.

Over the years, Katie has been recognized in the Orange County Business Journal for being a top entrepreneur in Orange County and for being an outstanding and influential professional Woman in Business.

As a business owner herself, participating on boards, and being actively involved in the Orange County community, Katie understands the demands and challenges of managing multiple issues – all while being fiscally responsible and keeping the end goal in sight.

She is hardworking and a compassionate leader who listens. She is creative and cost-effective in her resolutions, and believes in transparency and accountability.

Katie and Shaun have been together for 15 years with 8 of them being married. They have two young children, Shane and Kara. 

It has been a lifelong journey for Katie to give back to Orange County for all the opportunities it has given her. She humbly asks for your vote on or before March 12, 2019.

Having someone who represents your values on the Board is critical. I know my decisions as Supervisor will impact real people of Orange County and I take this responsibility seriously.

I believe money belongs to the people who earn it. If you produce it, you should keep more of it. That’s why I oppose higher taxes. I know putting money back into the hands of people who buy goods and create jobs stimulates economic growth.

I believe in the free market where low prices are a result of fair and open competition. As an attorney and Supervisor, I will be open to receiving bids from all and reviewing them diligently to find the best prices and options.

I will get involved and not look at an issue from the outside. To better understand homelessness, I personally surveyed the homeless population to better assess their needs and gain an inside perspective on how funds should be allocated.

I believe in a fiscally responsible government. With my financial industry experience, I will work to keep the County debt down and ensure our budget is balanced.

I believe in protecting our children with communities of low crime, excellent schools, and clean parks.

As a daughter of immigrant parents, a minority, an attorney, real estate broker, businessowner, a wife and mother of two young children, I am the best person to advocate for you. I am not a life long politician. I will come to the Board of Supervisors with new innovative ideas and real, common sense solutions. I've been recognized as a top entrepreneur in the Orange County Business Journal every year since 2015 as well as one of the most influential women in business in Orange County. I know how to work well with others and resolve matters efficiently and cost effectively. I am hardworking and will work through every issue with a fine tooth comb.
