Before Noelle Mattock served on the El Dorado Hills CSD (EDHCSD) Board of Directors for 12 years, before she was the EDHCSD Vice President, and before she was the EDHCSD President; she was an active child growing up in St. Andrews Village.  She attended Jackson Elementary, participating in CSD programs, youth sports, and swimming with the El Dorado Hills "TAZ" swim team for six years while attending Elementary and Junior High.  After graduating from Oak Ridge High School, in the third graduating class, she began her studies in Junior College, eventually receiving both her BA and MPPA from Sacramento State University.  Noelle's active lifestyle growing up naturally transitioned into a passion for community service.

Noelle's long history in local government has given her an edge in better serving the El Dorado Hills community.  Currently employed by the City of Roseville as a Utility Government Relations Administrator for the Environmental Utilities Department, she is responsible for state and federal affairs for the Water, Waste Services, and Stormwater Divisions.  Environmental Utilities is an integrated-utility, serving approximately 165,000 residents.  Before joining the City of Roseville, she worked for the City of Sacramento and CH2M HILL, an international consulting engineering firm, as a Senior Government Affairs Representative.

Noelle also represents our region on the California Special Districts Association (CSDA) Board of Directors and chairs the Legislative Committee.  In 2011, she helped launch the Gold Country Regional Chapter of CSDA, whose primary focus is to provide training for board members and staff locally.

Volunteering with other local non-profits, and helping to establish the EDH Promise Foundation, a non-profit that supports and complements the CSD efforts, has helped Noelle make sure everyone in the community has access to public parks, health and welfare, senior and youth services, education and recreational opportunities that cannot be furnished by other means.  She proudly follows in the footsteps of her parents through serving her friends, neighbors and the entire El Dorado Hills community.
