Experiencia

Biografía

I grew up here in California. I come from a broken home, with a deeply racist and abusive father. When I was finally able to strike off on my own I went into the world of high finance. I was a Wall Street trader for 18 years. I loved the speed and intensity of the trading pit, but over time I couldn't stop feeling like the work I loved was doing damage to others. I could feel it grinding away my soul and my mental health, so I returned to California. While I was healing, I discovered cannabis as a treatment and became involved with the movement to protect patients' rights. I found a new, loving family there. That path led me to my current profession as a cannabis policy expert, working to defend cannabis patients and the people that make their medicine. Now, urged by my cannabis family, I'm standing to give Californians a compassionate, informed Democratic option if Gavin Newsom is recalled.

Preguntas y Respuestas

Preguntas de League of Women Voters of California Education Fund (3)

How would you address California’s need for affordable housing for low- and moderate-income earners? Please include specific proposals.
Respuesta de Jacqueline McGowan:
California is facing an affordable housing crisis. There is simply not enough room. Californian families are struggling to pay their rent or mortgages. The price of a starter home has become out of even single middle class working people like me. Over 161,000 Californians are homeless. According to MIT’s Living Wage Calculator a worker needs to earn over $25 hour to pay for a roof over their family’s head. So what can I do about it as Governor? 1. Prevent Families from Becoming Homeless I will continue emergency mortgage and rental assistance until it’s absolutely safe for people to return to their lives. I will provide a housing subsidy to close the gap between California’s stagnant wages and inflated cost of living. Our friends and neighbors need some breathing room while I act to address the core problems in our housing market. 2. Build Affordable Housing On Transit Corridors I will work with local governments to update their zoning around transit corridors, emphasizing high density housing and walkable neighborhoods. I will support innovative public-private partnerships to build housing on former industrial sites, again focused on high density housing. Not only does this add homes to our market, but improves the environment of the whole area. I will fully fund public transit expansion to support housing development and reduce carbon emissions, and I will ensure those funds are managed appropriately. 3. Righting Past Injustice I will immediately begin the process of advancing housing discrimination reparations. Not only is it the right thing to do to correct historic injustice to non-white Californians who were excluded from the housing market, it provides them with housing security and the potential for home ownership now.
How would you address the issue of California’s residents who are unhoused? Please include specific proposals.
Respuesta de Jacqueline McGowan:
Addressing homelessness and housing are intrinsically linked. We must address them together. I've outline a strong program to promote affordable high density housing development. In the long term this will ease the housing market pressure to allow easier transition from streets and shelters. But being homeless is a traumatic experience that usually begins with trauma on top of that. We must provide support to unhoused people as they work their way back to a normal life. Housing Our Unhoused I have proposed a housing gap subsidy to all Californians which will especially impact our working unhoused population, jumpstarting them into transitional housing while they rebuild. Californians are kind, compassionate people and I will represent that. I will expand mental health and drug addiction counseling availability, including legalizing the medical use of psychadelics as our neighbors in Oregon have done, and partnering with organizations that have pioneered the use of cannabis to treat addiction.
What programs or legislation would you support to meet the water needs of all Californians?  Please include specific proposals.
Respuesta de Jacqueline McGowan:

For 20 years, we have had recurring droughts. We must be proactive. As Governor, I would push to build more water recycling plants,  new desalinization plants, and increase rainwater harvesting and greywater. Though California reservoirs are at 40%, there are no statewide restrictions. Communities in Sonoma County, Mendocino, Siskiyou, and Tulare counties face water shortages while urban areas to the south face voluntary restrictions. Residents of Teviston are forced to rely on bottled water. Our distribution system transports water the length of the state, leaving smaller communities dry.

Creencias poliza

Filosofía política

I believe in people. I believe in their goodness, and their desire to help their neighbors. I believe that we can and should support that goodness with good governance. Policies that divide, restrict, or impede Californian's efforts to work together toward a better future are destructive.

I am not a partisan. While I favor the Democrats' platform and methods, this isn't professional wrestling and there's no keyfabe to break. I support values, and policies that uphold those values. Compassion, determination, disruption of historic injustice, and standing up to bullies have defined me in my life as a person, and those are the values I'll bring to political office.
