Elected to represent California's Third Senate District in 2016. During his 20 years of public service Bill Dodd has built a reputation for delivering solutions on issues affecting real people. He has led the way on legislation to improve wildfire prevention and response, protect consumers and small businesses, and better manage our natural resources. He has also authored bills to deal with gender pay equity, worked to designate the Berryessa Snow Mountain area as a national monument, co-wrote the law creating an Earned Income Tax Credit in California, and helped secure $400 million dollars for career technical education throughout the state.
Prior to serving in the Senate, Bill served 2 years in the Assembly and 14 years on the Napa County Board of Supervisors. He also represented the cities and county of Napa on the Metropolitan Transportation Commission including a two-year term as chairman of this powerful regional body. In addition, Bill served as an Honorary Commander for the 60th Air Mobility Wing at Travis Air Force Base. Other boards and commission service included the Chair of the Local Agency Formation Commission of Napa County, Chair of the Napa County League of Governments, Chair of the Napa County Transportation Planning Agency, and Chair of the Napa County Flood Control and Water Conservation District.
Bill graduated from Justin-Siena High School and California State University, Chico. He went on to own and operate one of the largest full-service Culligan Water operations in California. During this time, Bill served as President of the national and state trade associations: the Water Quality Association and the Pacific Water Quality Association.
Through the years, he has been a member of the Justin-Siena High School Board of Trustees, Queen of the Valley Hospital Foundation, the American Canyon Chamber of Commerce, the Napa Rotary Club, and the Queen of the Valley Health Care for the Poor Committee.
Bill has been one of California's most prolific lawmakers, passing 67 new laws over the last 5 years, and 7 new bills that were just signed by the governor in the 2020 legislative session. For his work, he's earned high honors from the CAL FIRE firefighters, American Legion, local governments, consumer advocates and more. In 2014 he was named Citizen of the Year by the Napa Chamber of Commerce for his work in raising over $3 million dollars for local charities to help those individuals who need it most. As a founder of the Wolfe Center, a youth drug and alcohol rehabilitation center, and founding director of the Napa County Children’s Health Initiative, Bill has led many successes for these organizations.

I proudly coauthored SB 100, to achieve 100% carbon-neutral energy by 2045. That is a critical step forward, but we also need to tackle auto emissions, which are the largest source of GHG emissions in California. I will continue supporting legislation to expand electric vehicle and fuel cell deployment.
The housing shortage is a critical problem. In the Legislature, I coauthored a successful $3 billion housing bond and a bill creating a continuous funding stream of an additional quarter of a billion dollars per year. I have also supported dozens of new laws to support housing development. However, there is still much to do. I am supportive of measures to eliminate unreasonable delays, discretionary approvals and fees, while providing incentives (such as density bonuses) to projects that include significant amounts of affordable housing.
I have supported numerous reforms to support diversion of non-serious, non-violent offenders from state prisons. We need to focus on the underlying causes, such as drug addiction and mental health. At the same time, parolees should be provided a better continuum of care once their released to help prevent recidivism.
Lastly, I truly believe that investing in our education system on the front-end will help prevent young people from ending up in the criminal justice system in the first place. Supporting children, especially in disadvantaged communities is key.
I have been a leader in statewide water policy and in issues dealing with protecting the Delta. I authored the author of the Open and Transparent Water Data Act, a law to better manage our precious water resources for environmental and human needs. I have authored several other measures to improve groundwater management and stream monitoring. I am proud to have successfully opposed the ill-advised "twin tunnels" proposal in the Delta.
I will continue working to adopt policies that ensure California will be a vibrant, sustainable state – now, and for future generations.

I am a business owner having worked in the private sector for over 30 years who understands the day to day challenges in work and in life that most Americans experience with knowing first-hand the many opportunities that exist within our Great State of California. I am an expert in energy efficiency, high-performance buildings and sustainability, serving as a Board of Trustee for the International Facility Management Association, I’ve worked on some of the tallest, and most iconic buildings in the United States and in the World with providing innovative solutions for hundreds of buildings. After many years in the private sector, I’m committed and believe it is my obligation to share my broad experience as I work with new and incumbent workers and students guiding them within the community colleges in providing workforce development programs.
Being the Vice Chair of the Napa County Republican Committee for three years and having volunteered for over 15-years with a number of industry groups, I’ve had one very important goal in mind, giving back to individuals who want to expand upon and learn new skills in the workforce. I regularly volunteer at the Yountville Veterans Home assisting in resident events, visits or just meeting with these wonderful individuals. Previously volunteered as Cub Scout leader and assisted with the Boy Scouts for six years and also as the House Captain with the Rebuilding Together – Christmas in April Program refurbishing low income homes for families.

As an industry subject matter expert and consultant working in the built environment, I've created programs and initiatives that have resulted in the reduction of our precious resources in many buildings throughout the United States and in China. My current work with the California Community Colleges involves creating training programs that teach the next generation and workforce with being able to identitfy and redcue wasteful energy usage in buildings.
Expand upon and fund more projects in Opportunity Zones to bring more private investment to both property and business improvements.
Incarceration without Workforce Devlopment Programs is not effective. Addressing Safety for residents, business owners and voters of the district needs to include firm laws, strong community respources and training, job opportunities as well as a program for mentoring and a "give-back" program for those who have received assistance. Full circle community program.

My reason for running for the California State Senate is to work towards a balanced representation within the California Legislature providing voter representation in District 3. I want to provide a solutions-oriented leadership to constituents assuring that we can addressess chronic homelessness, out of control crime, high taxes, and the loss of civil liberties experienced in other major cities such as San Francisco, Los Angeles, Oakland and Sacramento, just to name a few.
California needs a leader who understands what it takes to create, operate, maintain and grow a business and the challenges that go along with it. I work in an industry where there is high demand for skilled workers and career technical training and development is part of the solution towards getting our young men and women, disadvantage individuals, incumbent & displaced workers jobs assuring a livable wage.
My solution is to build upon and expand the Private-Public Partnership in Workforce Development Training & Job Creation.
