Enlisting in the Air Force after college, Mike Reagan understood the meaning of the word service. His passion for our Country led to a distinguished career that would eventually lead him to Travis Air Force Base, where he has made his home.


After retiring with the rank of Lieutenant Colonel, as the Chief of Staff at Travis AFB, in 1999; Mike managed a local non-profit group that he led to advocate on behalf of local military families, ensuring they had sufficient support to find homes in Solano County and surrounding areas.


Recruited to serve as a senior advisor to the California State Senate, Mike was instrumental in the passage of several laws that protect our veterans, assist Solano’s family farmers and strengthen public safety.


Mike was at the forefront of protecting Travis Air Force Base when the 2005 Defense Base Closure and Realignment (BRAC) Commission threatened to close military bases in Northern California. Mike proudly served as senior policy advisor on National and Homeland Security Issues in the House of Representatives working to protect the communities that mean so much to him, Solano County and Northern California military families.


In 2005 Mike continued his service to Solano County as a representative for District 5

on the Board of Supervisors. As Supervisor during the great recession, Mike kept his commitment to Solano County, protecting taxpayers and creating opportunities for a vibrant private sector. Mike worked with fellow Supervisors to ensure Solano County’s budget was balanced and not at the expense of the taxpayer.


Mike is widely considered by his peers as a leading Water Expert in the Delta Region. When the Governor proposed sending our water South through the Twin Tunnels, Mike was and still is a leader in that fight.



Mike and his wife Joanie live in Vacaville where they raised their two daughters, Shannon and Casey.

Political Beliefs

Political Philosophy


Traffic congestion continues to be a leading issue for residents of the 5th District. I will fight to ensure the State of California makes crucial improvements to Highways 12 and 113 - realignment, repairs and updated signage. Our local plans must also include the completion of Manuel Campos & Jepson Parkways and Peabody Road to accommodate approved development.



Solano County residents still feel the effects of a fragile economy. We need to ensure that, regardless of the health of the National or State Economy, our County continues to implement policies that will increase jobs and attract new business. As Supervisor I led economic development summits designed to assist cities in recruiting new businesses. It is imperative that the county partners with cities to jump-start economic development.



The County Government has the largest role in Public Safety. As Supervisor I was on the board that approved the County Jail Expansion. Today we have sufficient space to house inmates, unlike neighboring counties whose overcrowded jails drive early release. In order to lower crime in our neighborhoods we must give criminals the tools to find a better life. By implementing the planned vocational and job training programs in our jail we are giving them options and a fighting chance.




We must protect the Delta. We must stop the Twin Tunnels. When the Governor proposed sending our water South through the Twin Tunnels, I fought them with the other Delta Counties. For the past 3 years I have continued work to identify and propose less expensive alternatives that avoid impacts to our region. It will take forceful leadership to make the State alter course.
