She announced her candidacy for Congress last year by conducting a listening tour across all ten counties in the 4th district, and has taken part in 16 forums and debates since then. A devoted public servant, Morse spent a decade serving abroad with the U.S. Department of State, U.S. Department of Defense, and the U.S. Agency for International Development, including over a year in Baghdad at the height of the Iraq War. She is running for office to bring public service back to politics to protect our land, healthcare, and local economy.

What financing method(s) would you support to repair or improve roads, rails, ports, airports, the electrical grid and other infrastructure in the U.S.?
I am a supporter of H.R. 676 and single-payer healthcare through Medicare expansion for all. I hope to work on the passage of a sound healthcare bill that covers all services. We will use Medicare’s bargaining power to negotiate with the prescription drug companies for FAIR and LOWER prices, we will set fair prices for pharmaceuticals. Negotiating prices is currently illegal – so we must fight to Prohibit anti-competitive deals that prevent generic drug makers to compete with brands; keeping drug prices high. Lastly, push for transparency by requiring companies to report not only the price information profit, and sales information for other countries in which the drug is sold so we can make informed consumer decisions.
To have true quality healthcare, we must address the physician shortage that have been purposely created through direct special interest lobbying. Few taxpayers know that significant financial public support for resident training of the nation's future physicians. Perhaps even fewer people realize that two federal programs—Medicare and Medicaid—distribute an estimated $12 to 14 billion each year to support teaching hospitals and other training sites that provide graduate medical education (GME). In 1997, Congress put a 100,000 cap on the number of residents it was willing to fund. This cap has been one of the reasons that the we are facing a physician shortage. Furthermore, those who go through these federally funded programs are under zero obligation to accept Medicare or Medicaid patients when they enter practice, nor are they required to provide any other types of services to these programs! I would remove the 1996 caps on resident programs and expand the GME.
I support and favor passage of an immigration reform package that commits the resources needed to update and restructure our current guest worker and visa system, provides legalization outline for individuals who are already here – inclusive of our DREAMers who arrived in the U.S. as young children. I believe that the way to solve our immigration problems now, is to address the one we have right before us: An estimated 11.4 million undocumented immigrants are living in the shadows, and by better estimates close to 1 million visa holders are living with uncertainty. These two groups have something in common, no realistic path to citizenship.
The time to fix this antiquated system is long overdue.
If immigrants have to abide by U.S. law, then they should be allowed the opportunity to due process rights and impartiality must be paramount in immigration courts. These courts are deciding the fate of undocumented immigrants and refugees;yet, they are not part of the Judiciary branch. The current immigration court system falls under the Executive branch, under the Department of Justice, or more directly, US Attorney General, Jeff Sessions.
I support the end of USICE raids and the incarceration of undocumented immigrants and refugees in private-for-profit detention centers. I support the elimination of USICE requirement for the 34,000 detention beds and it also calls to PROHIBIT inhumane immigration and deportation practices of separating families of non-criminal immigrants being detained.
What programs or legislation would you support to meet the water needs of Californians and the federal water project infrastructure in California?
According to a "Civility In America” survey, 75% of Americans believe that the U.S. has a major civility problem. If you are elected what will do to address this?

I believe we need to pass a clean DREAM ACT, pass DAPA & #AbolishICE.
I believe every Californian should watch the stunning documentary "Water & Power: A California Heist". AFter seeing it, I have many thoughts re; water solutions, including rescinding the disastrous Monterey Agreement.
I think much of the blame for this lays at the feet of our current President, and can also be traced to the horrendous Citizens United decision. If elected, I'll fight to spearhead a constitutional amendment to end Citizen's United.

- TRUMP: I believe Donald Trump presents a clear & present danger to our country & the world, and needs to be removed from office immediately.
- GUNS: I'm a gun owner. That said; I believe The Assault Weapons Ban doesn't go far enough, & no-one outside of active law enforcement or the military should be able to legally own a semi-automatic "assault weapon". If elected, I'll fight for much more comprehensive gun control measures, similar to what was done in Australia.
- JOBS & THE ENVIRONMENT: I believe the single greatest threat to our planet is climate change, and the most effective way to combat it, (while creating millions of jobs), is through a massive clean energy initiative.
- IMMIGRATION: I believe we need to pass a clean DREAM ACT, pass DAPA & #AbolishICE.
- ABORTION: I'm Pro-Choice, believe in defending Roe v. Wade, Planned Parenthood, & a woman's right to choose.
- PUBLIC COLLEGE: I believe wholeheartedly in Senator Bernie Sanders' "College For All" Act.
- FOREIGN AFFAIRS: I believe The United States has no business intervening in the affairs of another nation, until or unless human rights are being violated, and then I believe we have AN OBLIGATION TO INTERVENE.
- DEMOCRATS: I believe the majority of establishment Democrats more closely resemble moderate Republicans, than the type of genuinely progressive, gutsy liberals I grew up admiring.
- HEALTHCARE: I believe in Medicare For All.
- MARIJUANA: I believe marijuana should be removed from the ‘Schedule I’ classification of the Controlled Substances Act & Federally decriminalized, much in the same way The Volstead Act was repealed.
- WAGES: I believe in a Federal $15 minimum wage.
- MONEY IN POLITICS: I believe Citizens United was a ruinous decision. I will not accept any contributions from PAC's, Super PAC's or corporations for my campaign & if elected, I'll fight to roll-back this horrendous ruling.
- VOTING: I believe the Electoral College should be abolished & a "one person, one vote" majority should decide Presidential elections. Further, I believe in OPEN PRIMARIES, and PAPER BALLOTS, with receipts.
- TERM LIMITS: I fully support, and will fight to implement term limits on members of the House and Senate.
- NET NEUTRALITY: I'm 100% in favor of net-neutrality & believe Ajit Pai's Sinclair decision may prove to be corrupt.
