Biografía
If you truly care about something, then you should leave it better than you found it. That lesson was instilled in Todd Gloria by his parents, and it motivates him to improve San Diego and the State of California every day.
As the California State Assemblymember for the 78th Assembly District, Todd proudly represents the central coast communities of the City of San Diego as well as the cities of Coronado, Del Mar, Imperial Beach, and Solana Beach.
Previous to his election to the California State Assembly, Todd served as the San Diego City Councilmember for the Third Council District. He also served as the City of San Diego’s Interim Mayor and was appointed by his colleagues on the City Council to two consecutive terms as the City Council President.
As a City Councilmember, Todd is credited with bringing thousands of affordable housing units to the City of San Diego and helping reallocate the City's limited homelessness service funds toward results-oriented programs. Further, Todd also paved the way for San Diego's first permanent homeless services center and housing facility.
Through his tenure as Interim Mayor, Todd is widely credited with restoring the public’s trust in city government. He was able to strengthen the City of San Diego’s organizational structure and developed a groundbreaking, legally enforceable Climate Action Plan, which calls for annual reductions in greenhouse gas emissions throughout San Diego by 2035.
For more than half of his tenure on the San Diego City Council, Todd led the development of the city’s budget as the Budget and Government Efficiency Committee Chair. His thoughtful, collaborative, and fair approach resulted in the stabilization of city finances after years of cuts and the restoration of critical services such as library hours. As the City rebounded from the global recession, Todd championed increased infrastructure investment resulting in hundreds of miles of smoother roads.
In 2016, Todd was elected to the California State Assembly to represent the 78th Assembly District. In his first year, Todd was appointed by Speaker Anthony Rendon to serve on the Assembly’s leadership team as Assistant Majority Whip. Because of his passion for working on housing issues, Todd became the chair of the Assembly Select Committee on Housing Affordability for the Middle and Working Class – a committee charged with developing future policy solutions to address California’s persistent housing crisis.
At the conclusion of his first year in office, Todd was able to successfully author, pass, and receive the Governor’s signature on 13 pieces of legislation dealing with important issues such as elections reform, housing solutions, and cutting government red tape for small businesses.
At the beginning of his second year in the Assembly, Todd was promoted to be Majority Whip – a post he holds today.
Known as one of the most accessible elected officials in San Diego, Todd remains in close contact with neighbors throughout his District and credits San Diegans for keeping him focused on the issues that matter most in their communities.
Todd also served as the District Director to U.S. Congresswoman Susan A. Davis and worked for the County of San Diego’s Health and Human Services Agency. In a volunteer capacity, Todd served as a San Diego Housing Commissioner from 2005 to 2008 and as a member of the Mid-City Prostitution Impact Panel.
Todd is a graduate of the University of San Diego and an enrolled member of the Tlingit Haida Indian Tribes of Alaska. A native of San Diego, he lives in the neighborhood of Mission Hills.

United States Navy Veteran, Maggie Campbell has deep community roots. “I’m pledging to represent the best interests of the citizens of the 78th Assembly District who deserves strong leadership in Sacramento.”
Maggie has 30 years of business experience that she will bring to Sacramento with a strong voice that she will use to make fair and balanced decision for everyone. “For too long this district has experienced several one-sided disastrous decisions with no consideration of how these bad decisions will hurt families and destroy small businesses; causing thousands of layoffs. It’s time for a change.”
As the next State Assembly representative, Maggie will proudly represent everyone in San Diego and all the cities in the district, regardless of their race, ethnicity, religious beliefs, gender, sexual orientation, age or political affiliation. “It’s important to me to know exactly what the voter’s think should take place in Sacramento. I will represent your best interest with strength, knowledge and power.”
Maggie is a businesswoman with more than 30 years’ experience in business, banking, crisis counselling, evangelical ministry and civil law. She continues working with individuals, families, fellow veterans and small business owners in our communities who are experiencing homelessness, small businesses red tape, and providing crisis counseling to individuals, families and business owners experiencing traumatic emergencies. She focuses on helping families to heal, guiding voters positively to find their political and creative voice and helping small businesses to survive. She is a leader with provable skills and expertise that will allow her to fight for what is right and to secure a better future for our families and small businesses. She is prepared to go the distance.
Maggie is ready to challenge the incumbent who voted to increase our gas and vehicle taxes by up to $300 dollars per year, for a total of $52 billion a year! “The State of California budget increased to nearly $50 billion. Money was not used to repair roads and highways, yet, another tax was passed instead of budgeting the funds they already received. We need to repair dams, reservoirs, and waterways as well as build more to keep more water from rainy years available for future use during droughts. California voters should decide on all future increases in the gasoline tax rather than the legislature.”
Homeownership is a central part of the American dream. There is a significant lack of affordable housing and it has been this way for years. Lack of affordable housing means renters are seeking to leave this part of the state to pursue their dream of homeownership. Maggie plans to improve the possibilities of being able to purchase an affordable home in our district.
Maggie is concerned about the lack of middle-class opportunities. Residents of this district view San Diego as unaffordable. Earning enough income to live a middle-class lifestyle is no longer possible in this part of California. We can count on Maggie to work diligently to usher in a better future for our children so that families do not have to leave California to enjoy a middle-class lifestyle. “
Most Californians are satisfied with their current health care plan including Medicare and Medical. They do not want to lose it. “I strongly oppose government-run single payer program and higher taxes.”
Maggie seeks to protect prop 13 homeowner property tax provisions from repeal or revision by the legislature or any pro-tax group. “Voters are tired of legislators raising taxes. I want a check and balance system that will be used to hold the lines on taxes. I want to be in Sacramento help keep our next governor in check, to balance the legislature and hold the line on future tax increases.”
Maggie lives in the Clairemont community of San Diego. She is a mother and grandmother of California Indians. “I am a highly qualified candidate for State Assembly in district 78. My tribal affiliation holds no bearing on my ability to perform my duties as a State Assembly Representative. Therefore, I choose not to exploit my tribal affiliation for political gain.”

New laws are being enacted today that promise to cut red tape and encourage more affordable housing. Many people are leaving California just to be able to buy a home at an affordable price. I am committed to supporting legislation that will resolve this issue.
Uncivil/rude behavior is contagious, and it will spread. I would continue to encourage everyone to think before speaking, to focus on facts rather than gossip and opinions, that it is ok to disagree with others respectfully without hostility - with a spirit of collegiality, to be open to offering and accepting productive or corrective feedback when behaviors of demeaning, insulting, disrespectful, and discriminatory behavior present themselves in your conversation.
I will promote awareness with literature and meetings regarding the district’s water needs and the protection of the environment. I will remind people of the 3Rs, Reduce, Reuse and Recycle. We can protect and satisfy our water needs by disposing of chemicals and expired prescriptions properly, take used motor oil to a recycling center, limit the amount of fertilizer used on plants, and fix leaky faucets. We can help protect our environment by hosting a recycling drive, stop the use of disposable plastics, including straws, by hosting an event to clean communities, plant vegetable gardens, and to always conserve energy.
There are many programs and strategies that can be used to meet the educational needs of the youngest and most poverty-stricken Californian. I am focused on the people who live and attend school within the 78th Assembly District. It is not solely about what I think, but what the families, experts, and local leaders in the area think as well. Therefore, I would meet with the people of the district as well other local leaders to determine the best course of action.
